Auditors learn to trace a government decision from public deliberation, through the underlying records, into the legal procedures that authorized or constrained the action—all in an actual legal environment.

The work is not finished when an auditor can understand the problem. Auditors also learn to make the governing duty, evidence, process, and result intelligible to an ordinary citizen. That translation is part of the Association’s educational model: the people who test public machinery also help open it for others to understand.
